Four-tier verification rollup

Data completeness · Substantial coverage88.8%

Push 3 (2026-05-31): covers ~11.54 GW of ENGIE's ~13 GW proprietary capacity (88.8%) across 24 mapped complexes. Push 2 mapped 19 entries (~9.25 GW, 71.2%); Push 3 added 5 high-capacity assets — Serra do Assuruá (846 MW wind, BA, verified 100% via named-complex assertion across 24 'Eólica Serra do Assuruá N LTDA' SPVs; ONS uses two name spellings in 2025 — pipeline unions both via ons_name_aliases); Jaguara (424 MW UHE, MG, 100% via JV override — ex-CEMIG acquired by ENGIE in 2017 federal hydro re-tender); Miranda (408 MW UHE, MG, 100% via JV override — same 2017 ex-CEMIG deal); Santo Antônio do Jari (393 MW UHE, AP, 100% via JV override through wholly-owned CEJA SPV); Cachoeira Caldeirão (219 MW UHE, AP, 100% via JV override — acquired Aug 2025 from EDP+CTG in R$ 2.95B deal alongside CEJA). Push 3 also corrected the Assu Sol entry: Push 2 wrongly framed the low generation as substation-slicing; actual cause was ONS renaming the aggregate mid-2025 (Conj. Fotov. Assu Sol 500KV → Conj. Assu Sol). Pipeline now unions both names; 2025 production rose from 35 GWh to ~1,162 GWh (CF still ~15.5% because 12 of 16 parks reached COD only in early 2026). Paracatu pending_verification clamp HELD — Push 3 investigation confirmed the ~158 MW Paracatu excess is COMERC's São João Paracatu I/II UFVs (210 MW outorgada, COD 2023-11-29), NOT ENGIE expansion; clamp prevents over-crediting Comerc's ~352 GWh / ~12 ktCO2 to ENGIE. Per-plant dataQuality distribution: 19 verified / 2 partial (Campo Largo 2 partial-year ramp; Assu Sol still ramping) / 2 estimated (Folha Larga + Sul capacities ONS-peak-derived) / 1 pending_verification (Paracatu, clamped). Remaining ~1.46 GW gap to ENGIE's 13 GW: smaller wind (Trairi 25 MW, Santa Mônica ~97 MW, Pedra do Sal ~18 MW), smaller solar (Cidade Azul ~3 MW, Assu V ~30 MW), Areia Branca SHP ~20 MW, 1 biomass plant, Tubarão P&D + Nova Aurora (below ONS central-dispatch threshold) — long tail of sub-100 MW units. CROSS-OPERATOR FLAG: Jaguara + Miranda are ex-CEMIG; the CEMIG rebuild (notebook 25 when published) MUST exclude both per the cross_operator_exclusions block in operator_mappings.json to prevent double-attribution.

Source: ENGIE Brasil about-page 2025-11-17 + COP30 disclosure (https://www.engie.com/en/about-engie/engie-worldwide/brazil/): ~13 GW PROPRIETARY capacity across ~120 individual plants (unit-level count: every park / UFV / SHP). Karbera reports coverage as % of ENGIE proprietary GW because that is the honest denominator — our cache entries are complex-level rollups, not per-unit. ENGIE's 13.7 GW operational headline in COP30 includes JV-partner shares (Jirau 60% non-ENGIE, Itá 60.5% non-ENGIE, Machadinho 79.52% non-ENGIE, Estreito 59.93% non-ENGIE); proprietary equity-weighted is ~13 GW. Excludes 2 transmission concessions (Gralha Azul, Novo Estado) per Methodology v3.2 transmission rule.
